This statement implies that there *are* people with such agreements.  
There may or may not be, but I have seen no evidence that there are,  
and certainly no evidence that there are enough such people as to  
make a concern for the lawmakers. That being the case, it seems to me  
this is a tempest in a teapot. Surely there are more interesting  
legal questions we can address, aren't there?
