He reads the same words as everybody else.  I think it was David Burn 
who pointed out (a long time ago) that the laws didn't explicitly allow 
calls based on partnership understanding.

Interpretation allows "Calls based on a PU where there has been prior 
announcement" (L40A, seldom applied since few SOs require prior 
announcements) and "Calls..properly disclosed as per SO regulation"  
(L40b and covering CCs, alerts, question answering etc).
