Yes it shows "willingness" but since you have written above that it 
carries an additional meaning of "G.Invite in H" (which is clearly not 
related to spades in any way) it should be obvious it is conventional.

This distinguishes it from a non-conventional 2H response "willingness 
to play in 2H, promises nothing about any other suit, denies sufficient 
values for game opposite a wk2 in H".
