You are contradicting yourself. If the wording of the laws allows
X then doing X cannot be, by definition, unethical. 
The Code Of Practice says:

"A contestant may only be penalized for a lapse of ethics 
where a player is in breach of the provisions of the laws 
in respect of the conduct of players. A player who has conformed 
to the laws and regulations is not subject to criticism."

In your example not only East is allowed to retract his
card and play another but also he is not subject to criticism.
