I would compile a list of interested and knowledgeable (a) high-level 
TDs, (b) low-level (club) TDs, and (c) players, who were not directly 
involved in the rewrite.  (Or, even better, I would have a previously 
compiled list already at hand.)  I would send advance copies of the new 
laws to this panel, and ask them.
