Presumably you saw (or should have seen) a speed limit sign, so you
were warned.  If there are similar signs around the club or tournament
location saying, "DUMMY: DO NOT PLAY UNTIL DECLARER TELLS YOU WHAT TO
PLAY", then I'd certainly see nothing unjust about a PP.
