Yes, this is an extreme case, it is excessive, but I would welcome a 
jurisprudency stating that, when a question is biased, answering the 
question and nothing else, possibly withholding important information, 
isn't an infraction. It is, presently, but changing that is a fine way to 
deter people from biasing their questions.

A classical case : you open 2H and LHO asks : "weak ?" (which is absurd in 
countries where weak 2's aren't alerted). If you play Dutch two's, partner 
is allowed to answer "yes".
