IMO...

[A] When choosing a panel to discuss AC decisions,
it does seem a bit incestuous to confine its
membership to ACBL AC members.

[B] Posting documents like this in pdf format
makes
deals difficult to quote. For some of us it is
also slow to load, difficult to read and
error-prone.
This restricts outside comment. Regrettably it is
becoming the preferred format on bridge sites.
HTML or text format would be more web-friendly.
