I doubt it.  But there are many situations where, as TD, I would believe 
that there was insufficient "cause" to justify me giving a waiver.  I 
might not bother explaining the request option if I knew I wasn't going 
to grant it.  I've had a TD (who may still read this list) turn down a 
waiver request because I couldn't think of a decent "for cause" at the 
time.
