I don't know anything about "natural justice," but as a matter of good 
business practice, I'd think most NCBOs would, shortly after receiving 
an appeal, notify the appellants that it was received and say when it 
will be decided.

Extending the correction period (L79C) to a week is common for clubs in 
the ACBL.  I have not heard of any that extend the appeal period (L92B). 
  In general, clubs don't post formal policies, but I wouldn't expect an 
appeal to be considered unless the director has been notified before the 
appellants depart the site.
