Are you thinking of the Albuquerque "declarer with a large bandage" 
case?  If so, I've never understood that one.  Declarer accidentally 
dropped a card, and it should have been picked up without penalty.  But 
that one was WBF (Olympiad), not ACBL.

If you have a different case in mind, please give a few details.
