Some laws are not in the little blue book.  If the TD has reason to 
believe that a book ruling would conflict with superior legislation such 
as the ADA (Americans with Disabilities Act) he would be well advised to 
take that into account.  Ideally NAs would have regulations in place 
which were sensitive to such national legislation.
