We are close to agreeing.  I'm normally ruling MI arising from a breach 
of the *disclosure* requirements of L40b, I not sure but I thought that 
you were ruling MI for a breach of L75 (or maybe L40c).  
I still retain the option of ruling the bid itself illegal should I ever 
deem the concealment both deliberate and premeditated.
I think we are both ruling the additional PP under L90a.  Perhaps it 
doesn't matter much if we are giving the same adjustment under slightly 
different laws.

Steve, IMO, is the most open-minded poster on this list.  His initial 
posting was (I thought) a question rather than a statement of a position.
