IMO there are other considerations in a multiple teams event.  There is 
a possibility of the new deal being a big swing potential board in an 
otherwise flat set (giving possible advantage to one offender or the 
other).  I don't object to ordering a redeal but I don't think it is 
compulsory for the TD so to do if he prefers to rule the hand void.

I'm assuming there's no possibility of a deliberate foul at the -1400 
table being involved (e.g. the teams are using different physical boards).
