A player saying he didn't notice a hesitation is NOT disputing the 
hesitation - he is saying that it is purely a matter for his opponents 
and partner to agree/disagree.  In order to dispute a hesitation the 
player must make a positive statement to the effect that no hesitation 
has occurred.

When ruling we make it clear that the law is concerned only with whether 
UI was made available - not whether it was noticed.  This deals with the 
c**** who claims not to have noticed as easily as with the nice lady who 
genuinely didn't notice.
