Procedurally I believe "standing ready" covers TDs who asks to be called 
back at the end of the hand if there is a problem.  I wouldn't accept 
that the TD not being there was a procedural error and I don't believe 
L82c could possibly be used to exonerate the offender in any way in this 
case.  My observation on what he "should" have done was intended as a 
human one rather than a legal one.
