+=+ I disagree. There is a breach of Law 16
if the partner bases a call or play "on other
extraneous information" contrary to the preamble
to Law 16 and to Law 16A.  The action itself, in 
error and done with no intention to communicate, 
is extraneous and not an irregularity.
