In my opinion, Marv's assertion is just silly.  The ACBL By-laws
state "will prepare", not "will *exclusively* prepare", thus
permitting the ACBL to join with The Portland Club, the EBL and
the WBF in *collectively* preparing the new Lawbook in
consultation with each other.  And, indeed, the ACBL Laws
Commission is acting as if the WBF LC does exist, since this
*collective* periodical review and revision is now 90% finished.

Of course, as Law 90/90 states, "The first 90% of the work in
redrafting the Lawbook takes 90% of the time.  The remaining 10%
of the work in redrafting the Lawbook takes the other 90% of the
time."
