I agree. One application is the use of a forcing pass (provided it is
unambiguously forcing) after tempo. Both convey the meaning of doubt.
Another is when both partner and opponents simultaneously transmit
information (like enquiring for a revoke).

I don't think the information is the same here, but your
hypotheticodeductive formulation is right.
