Because declarer is the sole controller of his hand and the dummy,
there is no danger of UI.  Plus rubber bridge tradition of dummy asking 
"no spades pard?" was respected.   On the other hand the danger of
UI was considered higher for defenders.   You may not agree with this,
but those were the reasons for treating defenders differently from
the declarer-dummy pair.
