As I reported four or five years ago, this rule is no longer in effect. 
  The new rule is unclear, but it isn't so absurd as this one was. 
Personally, if it ever mattered, I'd just refer to the existing 
convention charts, which make no mention of any special restrictions 
after insufficient bids.

For the OS, there is of course the effective restriction that withdrawn 
calls are UI.
