Perhaps West's pass should have been alerted, if forcing partner to double.

Apart from that, the fact that West's pass aims at penalties is obvious 
bridge logic, hence unalertable.

I do agree with Sven's puzzlement.

A good question, however, is :

1C   X   XX   pass

is this pass alertable, if meaning "I want to play in 1C XX" ?
