Yes, as far as I know.   I personally don't think this should be
allowed, but the ACBL is reported to have insisted on this when
the laws were revised, which is why there are "opt-out" clauses in
the rules (for 61B, for example).

Apparently the reason ACBL management insisted on the opt-out was 
the fear that the change would alienate relatively casual
social-type players in local clubs, especially maybe older
players.....
