I'm not sure this is the right answer to the problem, but shouldn't the 
players place the whole pack of bids (here, 12 of them) on the tray ? See 
the instructions for use of the BBs. This would have avoided the problem, 
or at least made it more visible.

In litteral terms, the auction han't ended, as 4S was duly bid and East 
didn't call over this. So I'd say the play is void. What to make wth the 
deal should be ruled along L12C1 or L88.
