It's also illegal. You award procedural penalties for violations of  
procedure. While the amount of the penalty is a matter of TD  
discretion, there is nothing in the laws that even suggests that such  
a penalty should or could be tied to any "gain" a contestant may or  
may not have accrued at the table - particularly when the alleged  
gain occurred at tables other than the one to which the director was  
called.
