This is a difficult one.It might depend on the form of scoring and 
vulnerability, which you didn't mention. It's fairly close between pass, 4C 
and 4H.

4H is pretty obvious, isn't it ? As I said before, 4D in such a sequence is 
only a choice-of-games bid.
