It is possible to adjust (or vary the normal adjustment of) the score of
a contestant deemed responsible for the spectator. It is also possible
to discipline the responsible party. If no contestant is responsible for
the spectator then one can still fine/ban/suspend from future competition
that spectator.

Perhaps they should, perhaps in the next version of the laws they will be.
But currently they *are* defined as "deviations from correct procedure"
and that is the standard I will use.
