Aw come on. 91B2 is entirely clear. I am bound by the Laws, and if a
regulatoion is illegal I can't apply it. It is so obvious. "You can't open
NT on Thursdays" is an illegal regulation in contradiction to Law 40A for
example. I am not allowed to apply it.
AG : Alas, it doesn't work like this. Take R18, for example.
TFLB allows organizing bodies to legislate in such a way as to disallow an
one-bid if it is made with about a king below an average hand (ie 7 HCP and
not-very-unbalanced pattern). If they took steps to say it that way, it is
obvious that they didn't want to allow disallowing it on more than this.
However, R18 disallows us to open 1H (or 1 plum) on xxx-AKQ10x-xxx-xx, which
is obviously not "a king below average".
Whence R18 goes farther than TFLB, hence is in contradiction to L40, yet TDs
are there to apply it.
