I agree that it is better this way, but why should we impose on all
150 NBO's the task of spelling this out? If the WBF can do it for
them? It seems to me that if a particular NBO wants to make changes to
the WBF position, it can be allowed to do so. Then at least, they can
have a good answer to the question "why is that ruling different in
Israel from Belgium" - "because we want it that way". Now the answer
would be - "we don't know, they decided it thus, we did it this way".
Yet again, the WBF has given NBO's an option they don't really want or
need, and as a consequence, rulings will differ between countries for
no good reason.
