I resent this, and it's something I've warned Richard about before.

A: the personal attack is totally unnecessary - and before he 
apologizes as to it not being meant as a personal attack, I've felt it 
as such.

B: the thing being said is totally wrong. L40B3 disallows varying 
understandings. Richard accuses the DwS of vayring explanations. I 
don't see how this can be forbidden by a law that has nothing to do 
with it.

I demand an apology.
