Many laws in volleyball and beach volleyball are identical.
Does this mean that beach volleyball umpires are
supposed to apply regular volleyball rules rather
than beach volleyball rules?

I'm not one of them. I'm not arguing for "anything goes".
But the laws simply cannot be the same for these two
sports for reasons other have mentioned already.
