Not too hard because we do not have to establish that the action was
actually suggested, it is sufficient that it "could demonstrably have been
suggested".

I remember (although not in detail any more) having had cases where I
awarded adjusted scores for six bid down one instead of the table result at
five bid just made because of UI that could have suggested to PASS at five
rather than going to slam.
I can't believe I am the only Director having made such rulings?
