'conventional' had been so messy and unsuccessful 
that we should adopt an inverse approach. We would 
define what was not conventional so that everything 
outside of that definition was to be deemed conventional.
       I do not recall that the laws use the word 'natural':
it is used in some regulations.and it is for their authors 
to define their use of the word. (Can anyone remind me
of the existence of the word 'natural' in a law?)
