Sven - there cannot be an *agreed* BIT unless the play has in some way 
"reserved his rights".  I consider "Do we agree there was a BIT" to be 
more polite (and useful) than "Reserving my rights" but legally they are 
equivalent actions.  Note the continuation in L16A1 '(the opponents 
should summon the Director immediately if they dispute the fact that 
unauthorised information might have been conveyed).'
NB if we don't treat questions like "Do we agree the BIT" as a *form* of 
rights reservation then such questions are extraneous (and quite 
probably illegal) actions.

My current understanding is that the ACBL prohibits reserving rights in 
any way and that many ACBLers feel they can only protect themselves by 
calling the TD when UI is made available.
