       "When a player has...." ..   say again...  "When .... "
       Nobody expects him to approach the Director until
       he has "substantial reason to believe". Nothing stands
       in the way of his doing so. Even if 16A1 has attached
       to it some local regulation, 16A1 has no power to
       nullify 16A2. The only limitation is on the power of
      the Director to rectify; the limitation is in Law 81C6.
