+=+ Classification is nothing to do with Law 40D. 
Red, Amber, Green are classifications applicable 
to both psyches and misbids. It is after classification 
that the basis for the Director's consequent action 
needs to be apparent.
       The Director's powers of score adjustment in 
such cases are powers to deal with illegal partnership 
understandings; Law 40D does allow regulation of 
understandings which permit actions at the one level
to be made ... etc etc. and Law 40A points to the 
potential for illegality.
