I don't really understand this argument.
If OB11N13 meant all overcalls were allowed
(rather than all continuations after an overall were allowed)
why do we have 11N14-11N17 permitting various specific overcalls?

Well, if they are all defective I'm ruling on the basis of what they
actually say rather than what they might be trying to say. (That should
please DWS - he always complains when I try to interpret regulations
rather than applying them!).
Besides, level 4 events aren't supposed to be kindergarten classes, 3C
for C or Reds *should* be legal :)
