The subject procedures were poorly written, done in haste as
mere notes and published on BLML prematurely because the
subject had come up.

Thanks to Jerry Fusselman for some good criticism, and to
John Probst for reminding me that TDs must be allowed some
flexibility when making rulings. Also thanks to David
Grabiner for his comments.

I have rewritten the whole thing, first citing and
discussing the pertinent laws, then offering a procedure for
implementing them.

Comments would be very welcome, as this is a difficult
subject and I probably have some things wrong.
