+=+ I do not think the lawmakers believed that. I do think they
decided to avoid the question whether the information was 
received. The attitude was, is, very much if it quacks like a 
duck etc it probably is a duck and it is up to the player to show
that it is a swan.
       Now, as to the next code of laws,  it is too early to say 
what the final position will be. I would expect the law to be 
stated more explicitly.
