Perhaps someone can see what the WBFLC minute on the 
delegation of 12C3 decisions to TDs says. There may be an 
inference to draw from it. 
      Sometimes the WBF, or a Zonal Authority, will act by 
doing nothing in the face of a subordinate decision.
