delegation is established by custom and 
practice over the last thirty-five to forty 
years. During that time the EBL has not 
challenged any exercise of Zonal options 
by a NBO. In the mists of time I believe 
that something was probably once said 
on the point.(If I can make time I will dig 
in my old box files to see if I can turn up 
any mention.)
