OK, let me make what I meant somewhat clearer (I hope). Of course the
TDs are the people who have to make the decisions. I'm still arguing
for some kind of quantitative guidelines.

And I will take the opportunity to say that I think "top international
competition" should be almost totally irelevant when discussing Laws
and their workings, with the exception of anything concerning screens
and the like. Same goes for the WBF TDs too. 

What we need are laws that can be clearly and consistently applied
*and* understood by the players at the level(s) at which the vast
majority of bridge is played. The international players can look after
themselves.
