Irregularity is clearly defined in the Laws (definitions)

as follows: 
	Irregularity 
	A deviation from the correct procedures set forth in the Laws. 

This definition appears to make it clear that a deviation from the 
regular tempo encouraged by the Laws is indeed an irrgularity.
