Richard Hills:

Except that it seems to me that a Law 25A
inadvertent call is not an irregularity.

Law 25A specifies "without penalty" when an
originally intended legal call replaces an
unintended (inadvertent) call.

It seems to me that if a Law 25A inadvertent
call is null and void, it matters not if the
null and void call was notionally an illegal
insufficient bid, so therefore Law 73A1 is
not applicable to Law 25A.
