Oops - you are right I was thinking L16C "A call or play may be
withdrawn, and another substituted, either by a non-offending side after
an opponent's infraction or by an offending side to rectify an
infraction." (I think L16C would be improved by using "irregularity"
rather than "infraction" BTW).
I thus note that I should rule an inadvertent call as being an
"infraction" (slightly stronger than an "irregularity"). As before it's
an infraction that carries no penalty and seldom creates UI. Obviously
it's an accidental infraction (or I wouldn't allow a L25a change) but
most mechanical infractions are accidental.
As to what law has been infracted, David Martin suggested L21b (which is
fine by me) and I would also offer L18 (two denominations having been
used) or an infraction of bidding box regulations (depends what they say).
