Richard Hills:

So Tim recuses himself as a peer of North, since he deems that North's
competitive bid of a mere 5S is wimpy, wimpy, wimpy.

If one makes the reasonable assumption (in the absence of evidence to
the contrary) that North and South are bridge partners because North
and South are bridge peers, then (on the balance of probabilities) Tim
is also not a peer of South.
