+=+ The circumstances cited are not (92A) a "ruling made 
at his table by the Director".  So the question is whether 
the regulation is lawful under Law 80. Any appeal would be 
an appeal as to the lawfulness of the regulation in respect of 
the 'not subject to appeal' condition. (It is probably a condition 
of entry - Law 80D.) Is provision made for such appeals? If not 
there is no way forward, except perhaps to go through channels 
to argue the desirability of establishing a procedure.
