Yes. The official answer was: after dealing with the H4, south is on
lead, so the S6 is a card led out of turn. Declarer now has usual
series of options again (accept, lead a spade, don't lead a spade,
lead anything). In the last two cases, south is not allowed to lead
a heart either. This assumed that the candidate had told north
that _south_ was on lead after dealing with the H4.

Knowing Sytze, I'm pretty sure that for bonus points, he gave south
7-6 in the majors and told east not to accept a lead in either major
