Well, no. As has been noted many times before, this would require beginners to learn an entire system apart from the one they are learning. Having a worldwide system would be bad in other ways, too. How many people in North America can find partners willing to play anything other than 5-card majors, strong NT and 2/1 at least promising another bid? Do we want adherence to the Ayatollah's Correct Bidding System (or any other system) to become a worldwide default? I don't think so. People who have the desire and opportunity to play in other countries can investigate the alert regulations there. The British have no problem with it, and I suspect that this is the case all over Europe. Americans would very rarely have the problem. So who would be served by such an arrangement?
