My comment is plainly:

I fail to see any conflict. Maybe you can enlighten me on where in the laws
it is stated that "knowingly creating UI" is an offence?

According to my understanding of the laws it is the use of UI and not the
creation of UI that is violation of laws. Consequently (unless you can point
me to a law that says otherwise) the solution is crystal clear: 

"Thou shalt avoid giving MI to opponents even if the result is creating UI
to your partner".
